Transport secretary Ruth Kelly has announced plans to roll out a scheme for people to drive on motorway hard shoulders during peak times. Is this a good idea?
The scheme has been piloted on an eleven-mile stretch of Birmingham’s M42 since September 2006.
Ms Kelly has hailed the scheme a success in terms of increasing motorway capacity by 13% during peak times, and reducing pollution.
