Are separate prisons a good idea?

The Prison Service has converted two jails so that they hold only foreign national prisoners.

Bulwood Hall in Essex and Canterbury Prison now house more than 400 male foreign inmates between them. The arrangement began after the crisis last year over the release of prisoners who hadn't been considered for deportation.

The government says the jails offer specialist services such as translation and immigration officers - and that holding prisoners from other countries in one place can speed up the deportation process.

But the Conservatives say there are now 11,000 foreign national prisoners who should be sent back to their home countries rather than taking up places needed for British offenders.
